Two-step service catalog checkout does not work correctly on mobile devices

Description

Ordering a service catalog item using a mobile device bypasses two-step checkout and instead uses one-step checkout. Item ordering works correctly on desktop browsers.

Steps to Reproduce

  1. Navigate to Service Catalog > Catalog Policy > Properties.
  2. Set Use the two step catalog checkout model (default false) to Yes.
  3. Click Save.
    If you order an item your computer browser, the two-step catalog checkout model is used. However, if you order an item using your mobile phone, it still uses the one-step catalog checkout process.

Workaround
