The Oracle definition of the sys_soap_message column wsdl_xml is varchar(4000), whereas on MySQL, it is MEDIUM TEXT. The max_length in the sys_dictionary record for wsdl_xml is 4000, which will also cause truncation of this field, even if the underlying mapping is changed to CLOB by the DBA.
The truncation at 4K is an issue for the wsdl_xml field - our incident wsdl in the base system is already at 50K, so the max_length should be higher than that for base system integrations already.
Ask the Oracle DBA to change the wsdl_xml field to CLOB. After the new field is created, go to the sys_dictionary record for the wsdl_xml column and change the max_length value to at least 75000.
